Add workaround for PyAV genpts flag #590
Description
As per PyAV-Org/PyAV#2477 we can actually get non monotonic PTS from the PyAV backend. See that issue for a repro.
We need to see if the upstream PyAV folks can provide what ffmpeg uses here, which is best_effort_timestamp. In the meantime, to avoid this, we need to pass container_options={"fflags": "-genpts"} to av.open() and fall back to frame.dts when frame.pts is None.m

The PyAV folks were kind enough to fix this pretty quickly in PyAV-Org/PyAV#2478, which will appear in a future PyAV release. In the meantime, have a PR up in #592 to add a workaround on our end for v0.7.3 for this issue.
