Publishes GitHub Actions required-check records on an automation PR only after newly dispatched CI and Protected controls validators both pass at its exact head. The gate records link to the validator runs and are awaited in the PR rollup before merge. Applies checks:write only to deterministic coordinator jobs.\n\nVerified: php-bin 18 tests; cross-repository A00-A20 digest sha256:6f70108fc37863f219ad7d1cf3a2ec3596778c8ecfb9a9e990d4c680d8bfb1c5.
