This feature adds a
scopeinput to the action to make it possible to runwhat-ifonsubscription,managementGroupandtenantdeployment scopes.A
regioninput is added as it is required to set a location for deployments at those scopes. Also amanagementGroupIdparameter has been added to provide an mg id at that scope.UPDATE: This PR also introduces a job summary output to this action.
