Problem

docs/plugins.md covers the model but not a step-by-step developer guide.

Context

docs/plugins.md, plugins/plugin.schema.json, the hello-world example issue.

Technical requirements

• Write a guide: directory layout, manifest authoring, capabilities, subscribing to events, local install/verify loop, and common pitfalls.
• Include the hello-world example end to end.

Acceptance criteria

• A new developer can ship a plugin in under 15 minutes following the doc.

Testing requirements

• Doc review + link checks (no broken references).

Dependencies

• Example plugin issue.
