After the 26.11.1 engine bump: example 29 still skipped on native, release docs refresh NOTICE too late #261

Two leftovers of the 26.11.1 dev engine bump (#258): scripts/native_examples_skip.txt still skips 29_hybrid_memory_retrieval.py on the native wheel "until 26.11.1 is out", and the release-day procedure (release.adoc, the release issue template) refreshes the kept engine NOTICE after the first notices regeneration, although the generated notices embed it, so a changed NOTICE costs one more CI round (the bump needed two).
