[Testing] Add Playwright end-to-end suite for core user journeys
There are no Playwright (or Cypress, or equivalent) tests. End-to-end flows (login, create outage, resolve outage, view payment) are verified manually only.
Acceptance Criteria
npx playwright install runs in npm install.
npm run test:e2e runs the suite against a mocked backend.
Smoke E2E covers: login, navigate to dashboard, create outage, resolve outage, view payment history.
CI runs the suite on PR.
