Honor explicit task selection before session lookup
When a caller supplies --task from a session with no active task, _selected_task now raises before it ever validates the explicit task id. The parser and router still expose operation start/list --task as the way to name the Bundle, so headless or batch automation that deliberately uses explicit task ids, for example after task create --no-start, cannot start or list operations unless it first mutates session state; restore the explicit-task path before the active-session lookup or remove the option from the contract.

Schedule retired learn resources as obsolete
Replacing omp-flow-learn in SKILL_NAMES removes it from the managed resource set, but no matching .agents/.omp/.claude/skills/omp-flow-learn/SKILL.md or .omp-flow/learn/** paths were added to OBSOLETE_MANAGED_PATHS. Because analyzeChanges only deletes paths listed there, existing 0.3 installations keep the old unmodified Learn skill and learn indexes after omp-flow update, leaving a retired surface advertised alongside the new workflow-maintainer skill.
