Upgrades Pinia from 3.0.4 to 4.1.0 and explicitly declares the required @vue/devtools-api ^8.2.1 dependency. The application already uses ESM, defineStore, createPinia, and storeToRefs, so no store API migration is needed.

Resolves the stale lockfile against the current main branch without reverting the frontend dependency and security updates. Adds peer-dependency validation to frontend CI.

Validation: frozen-lockfile installation, peer validation (no issues), dependency audit (zero known vulnerabilities), the graph/Markdown/reactive-store regression tests, ESLint, production build, and git diff --check passed locally. Frontend CI verifies the same checks on Node.js 22.
