Summary

Prepare Dev Ledger desktop release v1.4.0 without publishing anything.

• bump package.json to 1.4.0
• sync package-lock, Tauri config, Cargo.toml/Cargo.lock and visible boot version
• stamp WinGet, Homebrew and Flatpak version metadata for v1.4.0
• keep SHA-256 fields intentionally unresolved until real release artifacts exist
• strengthen desktop:version so future bumps also synchronize both lockfiles and the visible app version
• add invariants for the newly synchronized surfaces

Safety

• no Git tag created
• no GitHub Release created
• no package-manager submission
• no signing/notarization changes
• no production database changes

Production migrations 013 and 014 have already been applied separately.
