Description
The paired Python 0.4.0a1 alpha is public. Record the immutable source/tag, required CI, successful publication, four public SHA-256 values matched to the workflow candidate, and an independent fresh PyPI installation. Replace the current CHANGELOG candidate wording with the verified publication state. Record one released-SDK launch from the live v3 catalog manifest and mark the implemented startup decision accordingly.
Refs #107 and #108.
