What this is

An APPEND-ONLY handover carrying what emerged from the splat / MTPPS / MedCare arc — a proposal + receipts, not a unilateral canon edit. One doc, zero code. The two canon-landing actions (an EPIPHANIES.md entry + a charter rule) are left for the guid-canon session that owns the theorem-checker / PP-13 charter surface and OGAR/CLAUDE.md.

§1 — PROPOSAL [H]: the Altitude Gate (sibling to theorem-checker rule-0)

Before accepting a red probe OR a correction as a verdict, classify what it attacks: the flesh (an implementation defect) or the spine (the contract / thesis / the probe's own expectation). A red may encode the probe's wrong assumption, not a code defect — and "fixing" the code to satisfy it can break a correct mechanism.

Gap it fills: rule-0 catches wrong-units; the φ-quorum contract catches measurement-as-verdict. Neither catches a probe whose own expectation is wrong, firing red against a correct mechanism.

Grounding receipt — PROBE-HILBERT-L4 (the near-miss): hilbert3d_encode([15,15,15],4) → 2925, expected 4095 shipped as a P0 red blocker. First-hand verification (ndarray #215, 44d104d7) found the encoder correct and bijective (level4_all_indices_unique onto [0,4096)); the ==4095 expectation was a wrong orientation assumption. A reflexive "make it 4095" fix would have broken a correct space-filling curve. The red attacked the spine (a wrong expectation), not the flesh.

Confidence [H] — one receipt + one near-miss; the recurrence generalization is conjectural. Falsifier stated in the doc.

§2 — NOTE [S]: address⊕payload = altitude (a lens, not doctrine)

GUID key/value, spine/flesh, tile-address/content, units-vs-bits are one shape; altitude confusion = reading key as value or vice versa. Held at [S] on purpose — a description that unifies known cases, not a buildable, until it predicts a bug nobody found another way. Recorded so it isn't re-derived; not proposed for canon.

§3 — RECEIPTS OWED (honesty + anti-fork, not new ideas)

  • MTPPS ↔ canon convergence must cross-link so the same insight doesn't fork: tile_perturb_paint ≡ deterministic phase; the Markov cascade ≡ WH-on-VSA / two-algebra rule (corroborated independently); AmxBf16Grid ≡ transition-tile-as-AMX-tile (with the build-time VNNI-repack caveat). MTPPS's HILBERT-L4 gate is already destaled this session.
  • NodeGuid authority — my MedCare/cesium docs cited the Rust struct as canon; the direction is the reverse (OGAR/CLAUDE.md is canon, the wrapper is audited-against). My correction to make on my own branch.

§4 — forward note

quorum-k scales with altitude — fold §1 into the quorum certificate as a typed threshold once contract::quorum (#411) lands. Pointer, not a deliverable.
