TEST: obtain the deferred configured-advisor review when available #73

Published source: a55dfdf532979533d0b3480cf2e1ba6bf1096176, verified ordinary fast-forward to main through PR #84, following HEALTH PR #83 and PR #82. Fresh primary eleven-group verification passed, including 45 unit suites / 10,907 cases, integration, performance, H3 and strict contracts. All 45 strict module imports and 1,611 generated signposts passed. The actual 30-page manuscript, 144 ROOT cases and 7 native layout cases passed; fresh independent main review verified source inputs, all pages/four figures and the matching 2,038-file output custody maps.

Fresh main verification: all 22 jobs in CI passed on the first attempt. Fresh Windows, portability, GNN and formatting workflows passed. Fresh independent final main acceptance verified all 32 raw archives, actual canonical test/coverage results, both installed-wheel profiles and three service contracts at this exact main commit. Changed-module coverage measured INSURANCE at 2,464/3,831 lines (64.3174%, unchanged 50% floor), and ROOT at 902/1,381 lines with no historical floor; all 45 baseline entries remain unchanged.

Earlier accepted checkpoint: 4e94bad18cea8a043efeaa6bbcf56ced131fe6b2 had all 46 measured coverage dispositions and 45 unchanged floors, including TEST at 2,984/3,388 lines (88.0755608%, 85% floor). That evidence remains bound to its earlier source. The subsequent primary INSURANCE timing-test failure at the HEALTH commit and its publication refusal remain preserved; PR #84 replaces the unsound immediate-positive-clock assertion with exact controlled-clock accounting tests, including zero waits and unequal-duration means. Fresh primary and hosted verification at the published source above passed. The HEALTH candidate's failed pre-test dependency download and single explicit same-source job rerun remain distinct from its other 21 original job results.

OPEN: the named configured-advisor review remains unmet. Independent native reviews passed but do not substitute for that configured account-dependent review.

Earlier accepted checkpoint: fea9f95706e618b61ff9b2cd1e955ef84eae007e via PR #81. Its evidence remains bound to that source. Failed attempts and original requirements are preserved below. Unmet issues remain open.

• Have the human owner choose and authorize any account/authentication remedy; do not change credentials, models, billing, permissions or hooks to bypass the blocker.
• When the configured service is actually available, submit the concrete reviewed candidate within authorized scope and retain the advisor result and source revision.
• Distinguish configured-advisor review from available native independent code review and from runtime/CI proof.
• Resolve actionable findings with normal narrow verification and source-bound evidence; retain errors as errors rather than counting them as reviews.

No API key, login, account change, external message or advisor invocation is authorized by creating this scope issue. Availability/account decisions remain human-owned.
