Remove Backend contract issue dispatch and Index notifications. Keep post-merge standalone package mirroring; remove its redundant weekly full sync.
The single daily Claude Code coordinator is implemented in https://github.com/AceDataCloud/PlatformBackend/pull/2088. It edits existing capability content, reuses one reviewable PR per repository, and does not auto-merge or copy the Backend guide tree. Merge this cleanup before enabling the coordinator.
Validation: workflow YAML parsing and git diff --check; repository CI runs on this PR.
