Adds pre-release support to the publish workflow plus release documentation.
[project] version, and__init__.__version__must agree), pre-release detection sovX.Y.ZaN/rcN/devNtags publish to PyPI and mark the GitHub release as a pre-release, and aworkflow_dispatchref input for manual re-runs.pip install urag-clivspip install --pre urag-cli/==0.2.0a1).Pre-releases upload to PyPI normally but installers exclude them by default (PEP 440 handling of pre-releases), so the latest stable remains the default install target.
