fix(simple): require the anchor in verify unless --no-anchor is given - #252
ovl.py verify compared the chain head with anchor.json only when that file existed. If the file was missing and no --anchor was given, the check was skipped without any message. This makes the check fail closed:
Missing anchor:verify exits with anchor … not found; pass --no-anchor only to check a run that has no anchor yet.
--no-anchor: an explicit opt-out for runs that aren't anchored yet (run_full.sh's on-pod checks, follow.sh mirroring during training). It prints a visible WARNING.
Flags:--anchor and --no-anchor can't be used together.
Tests in tests/simple/test_ovl_anchor.py:
a missing anchor fails by default;
the opt-out warns and continues;
the two flags are rejected together;
the existing "explicit anchor path" test now expects the failure.
The four new or changed tests fail on the old code. The weights and zero-check tests pass --no-anchor, because their fixtures have no anchor. All 34 tests in tests/simple pass.
The README's CPU check runs ovl.py from the v1.0.0 tag, so users get this behaviour once a new tag exists.
Summary by CodeRabbit
Behavior Changes
Verification now requires an anchor by default. Provide an explicit anchor file or use the opt-out for runs that have not yet been anchored.
The opt-out displays a warning that verification does not compare the chain with a timestamped anchor.
The explicit-anchor option and opt-out cannot be used together.
Documentation
Clarified the anchor requirements and opt-out in the command reference.
verify compared the chain head with anchor.json only when the file was
present, and silently skipped the check otherwise. A missing anchor now
stops verify, and the explicit --no-anchor opt-out (for runs that aren't
anchored yet, such as run_full.sh and follow.sh during training) prints
a warning. --anchor and --no-anchor are mutually exclusive.

Walkthrough
The verifier now requires an anchor by default. The new --no-anchor option allows verification without an anchor and prints a warning. Scripts, tests, and documentation reflect the updated behavior.
The verify command requires an anchor unless --no-anchor is set. The two options are mutually exclusive. Tests cover missing and explicit anchors, opt-out behavior, and argument exclusivity.
AOSSIE-Org/OpenVerifiableLLM#236: Updates segment verification to fetch and pass an anchor, while this change defines the verifier’s default anchor requirement and opt-out.

a valid check, such as matching weights, so `cmd_verify` completes successfully.
Assert the output contains `verify PASS` and that `verifications.jsonl` contains
a `PASS` record; keep a separate tampered-input case asserting verification
failure.
