Adds paired-input-provenance and paired-stage workflow routes with explicit admission/signing job separation, CLI transport for the existing APIs, and a current-run unsigned-stage validator. The completed-stage reader continues to require completed success and all three signatures. Legacy publishing routes remain isolated from the new modes.

Stacked on #227 at 4ef512f. Refs #225 and #208. Nine files, 1,792 changed lines.

Validation: author reports 112 selected Node tests and 11 focused Go tests passed, plus eight YAML JavaScript syntax checks. Orchestration verified the sealed artifact manifest, exact patch, all file hashes/modes, unchanged 3,365 unowned regular files, and commit identity. Independent hosted review ACCEPT on 0d50e5b independently reran all 112 Node and 11 Go tests. All 10 required repository CI checks passed on that exact head. Reviewer additionally verified the one tracked symlink unchanged by link text/mode; it was omitted from the author regular-file count. All 10 review manifest entries were independently checksum-verified.

This is source integration only. Genuine provider/action log mapping, protected signing execution, accepted N2 and artifact kinds, tool custody, public E2E and release qualification remain open. Mocked tests do not prove those gates. The runtime's automatic handoff materialization failed; the separately sealed author patch was verified and mechanically committed without retrying materialization.
