The October 25 assignment advanced native admission, phase-skill source/application and safe reclamation while preserving the original 25-session denominator. Publish exact observations in the existing #3173 census surface rather than upgrading archive flags or reconstruction into release proof.

Measured: ACE #20 records codex-direct root submission and the canonical reserved external checkout; Domus #564/#565 merged and applied the three recovered skills, with all thirteen artifact hashes preserved, three validators and 127 template checks passing. Peer-owned #3211 merged and its Worker is observed live with max_active_runs=5, recovery mode, dispatch disabled and nine retained priorities. Its full scoped run passes 9,717 CLI, 52 API and 421 Worker tests.

Safe cleanup reclaimed 2,670,724 KiB from three generated cache paths and two clean, published, idle Git copies through their existing exact-plan reclaimers. Active and locked roots, snapshots, private/native state and absent-root metadata are preserved.

The installed strict checker was invoked for all 25 original IDs. All returned exit 2: four existing receipts fail identity/binding/head fences, twenty-one lack located receipts, and eight native anchors are absent. Internal free space remains about 72 GiB against 200 GiB. The protected root's one cancellation returned 409; its protection and original deadline remain intact. These are explicit unfinished predicates, not completion claims.

Validation at 4e4da7e: verify-scoped.sh exits 0; all five implicated documentation gates pass. Private command receipts/helpers are preserved by Domus #566 with a clean Gitleaks scan. All new checkouts are retained with published owners.

Refs #3173 and #3215. No permanent atom or original session is closed.

Summary by Sourcery

Publish the October 25 handoff census with verified delivery evidence while preserving unresolved release predicates and original custody boundaries.

Enhancements:

  • Document the October 25 assigned handoff execution, including native admission, peer deployment verification, phase-skill adoption, scoped validation, and safe resource reclamation.
  • Record exact strict-checker outcomes and preserve explicit blocked predicates for missing receipts, storage capacity, and protected-session release without claiming completion.

Documentation:

  • Add the assigned handoff plan and census receipts with measured evidence, live policy details, strict-batch results, retained custody requirements, and remaining dispositions.

Tests:

  • Publish results from the scoped CLI, API, Worker, validator, template, documentation-gate, and leak-detection checks.

Reviewer's Guide

This PR publishes a governed plan and detailed census evidence for the assigned handoff, covering native admission, peer deployment, recovered phase skills, scoped validation, and safe reclamation while explicitly preserving custody boundaries and documenting why the original strict-release predicates remain blocked.

Documents the remaining strict-release blockers without converting partial evidence into completion claims.
  • Records strict-checker exit-2 results for all 25 original IDs, including absent receipts, missing native anchors, and failed identity/binding/head fences.
  • Preserves the internal free-space shortfall and protected-root cancellation as explicit unfinished predicates.
  • Retains archive flags and original session state as observations only, with owner-specific next steps and prohibited shortcuts.
