Add back `-i` interactive parameters to CLIs

yarn add -i used to work in the previous version of yarn, see docs:

But it doesn't in ZPM:

(unrelated but there is also this typo […DESCRIPTORSN]. It should be [...DESCRIPTORS]: no … but ... as it doesn't look good in monospace, and no N at the end of DESCRIPTORS)

At the moment this is configured on a per-project basis via preferReuse.

But is -i a flag that you'd want to add back to yarn 7? Or is it fully deprecated (and thus considered a breaking change) to instead use preferReuse?
