Bad encoding for non-ASCII project name

Steps to reproduce:

1. Using WinHTTrack Website Copier 3.49-2, language preference: Chinese-Big5
2. Create a project with non-ASCII name, such as 中文 at path like C:\Users\UserName\Desktop\zh.
3. Capture whatever site.
4. Visit C:\Users\UserName\Desktop\zh\index.html
5. The site name is badly encoded as below:
