Feature: Plan Making Skilll

I want to encapsulate what I want and don't want in plans based off of how complex a feature will be to implement

based essentially off of t-shirt sizes

small to medium should look like this

I want to make sure tokens (and brain power) aren't wasted reviewing getting too deep into implementation weeds unless its absolutely necessary since its all likely to change during the real build.

I know not all of the plans as they exist currently don't follow that and could use some clean up in template form so it stays good going forward
