Should there be an option to provide key (instead of keyProviderURL)?

Hi all,

In some contexts there may be sufficient trust between merchant and payment handler (e.g., they are controlled by the same entity) that it may be more convenient to pass a key directly, rather than a URL to a key provider. I would like to explore an option to pass a key rather than a URL to a key provider.
