What is purpose of mention of "out-of-band provisioning"?

Discussed briefly on 30 January 2018 [1]. The sense from the call is that the specification in general will need to do more to clarify what is in scope and what is not. For example, the flow diagram could indicate more clearly which parts relate directly to the tokenization specification.
