[ERROR HELP] OSError: [WinError 193] %1 Is Not a Valid win32 Application

Hey guys,
I download [Python_USB_I2C_AT24C02] program and run, but get error and don't know how to fix that, can you help with that
from message of run, I am sure windll is load library of 64bits, not 32bits.

error message; OSError: [WinError 193] %1 Is Not a Valid win32 Application
system; win10 64bits
python version; I have test Python3.6.4, 3.9.7, 3.9.12, 3.9.13, 3.9.15 on anaconda, and pure python of that. all of that do not work. all of this python is 64bits too.
