Bootstrap Service Deployment

MAAP/MDPS framework will not provide project specific venues so the need for the Management Console is unncessary.
Decouple management console to eliminate dependencies during service deployment.

• Management console service successfully decoupled from dependent services
• Management console and all related services can be deployed/upgraded independently in any order without failures, with each service starting successfully even when other services are unavailable during deployment
