EXP: APN type property should be used for access netowork traffic handling

In the past, static list of forwarders IDs were used for determination of forwarder type (bss or internet). This concept should be further expanded in order to setup correct flows for different forwarder types in a dynamic manner.

1. APN class should be extended with the "type" property (e.g. BSS/UTRAN/LAN/Internet)
2. When a given APN is dicovered at forwarder, correct flows should be installed on it
