DDS3Pack URL is broken

DD3Pack url redirects and shows this message "This XML file does not appear to have any style information associated with it. The document tree is shown below.", so I went to PackTools and dll is missing. Can't fully finish the steps for Persona 3 FES modding with HostFS for PCSX2. Also, for Mod Compendium, do I need to check the HostFS for the Settings where the output directory and the ISO path is?

One more question, what should I name the Persona 3 HostFS Pnach code file? I don't know what to name it as, so I named it as "Persona 3 FES HostFS.pnach. Looks like nothing has changed when I ran the game. I don't know what to do next.
