Rich Text Editor not supporting numbered steps

Describe the bug
When using the new rich text editor, it is only supporting bullet points and doesn't have the ability to support numbered steps, even if there are already numbered steps in the markdown view.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'test'
2. Click on an existing test or create a new one
3. Create numbered steps in the markdown view
4. Switch to the Rich editor
5. Enter steps in the rich editor

Expected behavior
Additional steps are numbered to mimic the existing format
