Issue summary
We compare invalid signed proposals to the active governor. If the previous governor signed a proposal, it could be possible that they apply this after the DKG has rotated on the DKG chain but not after the governor has rotated on the smart contract applications themselves. Therefore, we may still want to provide a buffer for such collusions.
