What
Collect $/kW-year marginal distribution costs for each utility.
Why
To get the data we need to run the bill alignment test on every utility.
How
We could try to get the same numbers that Brattle used:
- ConEd: fish out a single number out of their massive MCOS (
coned_2018MarginalCost_2018)… maybe Table 13 on page 26? - NiMo: table 2, page 4 of their 2023 EV Commercial Managed Charging Implementation Plan (
nimo_EVCommercialManaged_2023)… easy peasy. - LIPA/PSEG-LI: make sense of their 2025 MCOS (
pseg-li_2025MarginalCost_2025)… it's somewhere in the exhibits, which are somewhat cryptic. - NYSEG / RG&E: table 9-3 on page 97 of BCA Handbook (
nysegrg&e_BenefitCostAnalysis_2023lists transmission, primary distribution, and secondary distribution marginal costs as of a 2015 MCOS study, which is not longer on PSC website.- Although, I just found an excel model in this docket (NYSEG-RGE MCOS Study) that seems to have annual marginal costs by feeder??
- CenHud: TK of 2018 MCOS (
cenhud_2018MarginalCost_2018) - O&R: figure 10 on page 15 of O&R's 2018 MCOS seems to contain transmission, substation and sub-transmission, and primary feeder costs (
o&r_2018MarginalCost_2019)
Or, better yet, we should use the latest round of MCOS studies that were filed in summer 2025 in the MCOS Docket (19-E-0283)… I haven't inspected these yet.
