We see often Rate limit exceeded for scope config Ongoing Level: Warning /api/v1.0/config/
When users are unauthenticated, the throttle seems to fallback on the IP address.
The problem with that is in administration they are probably on the same wifi, so the same IP, meaning the throttle is shared by multiple users, reaching the throttle faster than expected.
