To comment one must have edit access to the document. This forces documents admins to give editor access to their docs when they might want only comments.
Describe the solution you'd like
As discussed in the EPIC, adding a commenter role would place Docs above the standard number of roles.
An elegant solution proposed by @robin-lecomte is to enable comments for readers on a document basis. It would have to be activated by a document admin.

Discovery, Documentation, Adoption, Migration Strategy
If you can, explain how users will be able to use this and possibly write out some documentation (if applicable).
