`Equal`, `less-than`, and `greater-than` functions up to a given precision

It would be useful to have equality and comparison functions, while inherently incomplete, that could verify creals up to a given precision.

Maybe named equal-up-to, or equal-within, etc.

This will be a prerequisite for a better test system (#13).
