Need to verify if a request goes out that if it's declined rapidly we have the google sheet updated prior to sending any further messages.
- Review accepted by 1 person
- Other person didn’t accept or decline so we expired it for them
- We sent out some more requests that were also declined (maybe both declined around the same time?)
- We somehow added 4 people as pending reviewers but there’s only 1 spot available somehow (this might be a separate bug). Need to verify we only send out a single request when things expire instead of multiple.
