Table alignment broken in RTL books

In a brand new project, ToC alignment works as expected out of the box... until I turn leaders off.

I downloaded BSB and basically the only things I changed where
Make it RTL
Turn on ToC (and Colophons off because that's habit)

At which point the columns were right-aligned as expected.

But as soon as I turned leaders off, the first column (\toc1) became centered.

[I can't find a way to override it and return it to right aligned, but I also don't think that should be necessary.]

This looks to be a huge improvement.

I'm now getting strange indenting (in both this public version, but also in my real project), where if there are two lines, both lines are indented the same. I would have expected the first line to be indented the same as the one-line-long entries. Is this a bug, or do I have a setting messed up somewhere?
