Sync disabled WS's to FW-Lite #2229
Description
(I think this is low priority. It's likely more complex than it initially sounds AND probably doesn't affect a whole ton of users)

In FieldWorks, if a writing system is disabled, any data in that WS is still shown:
(This message hints at that, but doesn’t explicitly state that it’s true even for disabled WS’s, which is the case based on my testing)
Currently we don’t even migrate disabled WS’s to FW Lite.
That’s probably not good.
I’ve seen a couple projects that are using this pattern so that they can add definitions for the vernacular language. I.e. the vernacular language is added as a disabled analysis language and then only turned on for the definition field or left disabled, but is enabled manually when the user wants to add a definition.
