Feat: Hiding namespaces

Hide namespaces from users who either lack access permissions or are not members of the namespace’s team.
Would inherently hide personal namespaces from public.

Obviously all namespaces would be visible to user with admin role.

Closed: As namespace visibility may have a bug due to a web session persistence issue with react-ui
