velopack viewer does not honor the "Install only mandatory updates" preference. #5621

Environment:
26.1.1.23665759977 and 26.1.1.23806384790
Windows 11 and Mac

If I uninstall this version, and open the older version, the notification for the newer version, comes back and, even if I don't click "ok" to install it, it still installs itself! Meaning that, if I want to use the older version, I have to have the newer one installed too, because, if I don't, it will install itself no matter what!!!

Repro steps:

  1. Start a currently installed Second Life viewer.
  2. Set Preferences > Setup > Software updates: to "Install only mandatory updates" (or "Ask me when an optional update is read to install")
  3. Quit the viewer.
  4. Download and install an older velopack viewer from https://releasenotes.secondlife.com/viewer/26.1.1.23665759977.html

Observed: After installing, the viewer immediately updates to the newest velopack viewer (currently https://releasenotes.secondlife.com/viewer/26.1.1.23806384790.html)

Expected: The viewer should not update if "Install only mandatory updates" is set. The viewer should stop and ask if "Ask me when an optional update is read to install" is set.
