bug: Not able to access Premium Features in local development mode

Enable Premium Features in Development Mode for Contributors and developers testing Requestly locally!

currently when we try to access premium features in Local Development mode : we get

requires-access-in-dev-premium.mov

Repro steps

1. Open Requestly
2. Go in Rules tab
3. try to create a Modify request body

What Requestly tool were you using?

• Extension
• Desktop-App
• Android SDK
• Selenium
