The GitHub Actions workflow for building and pushing the web-terminal-operator-devtools image is failing https://github.com/redhat-developer/web-terminal-operator/actions/runs/17862369875/job/50796178628

Acceptance Criteria

• Investigate why failure is happening (Is it using robot account that doesn't have access to create new repo?)
• Failing GitHub action is updated accordingly to succeed
