Implements AsReadOnly extension method for IDictionary<TKey, TValue> that wraps the dictionary in a ReadOnlyDictionary. The read-only view reflects subsequent mutations to the underlying dictionary (live view, not a copy). Includes generic constraint TKey : notnull to match ReadOnlyDictionary<TKey, TValue> requirements.
