Don't return empty live userlist updates

Sometimes, a userlist update will be truly empty (not just with empty rooms) because, for instance, the user does not have access to that room. This showed up when 12 tried to set their status in a negative room.

However this occurs, make sure it is fixed. In order to test, this may be one of those things that requires code to be pulled out of the live controller
