Bug: Multiple #ATTACKS not working in some older charts

I'm not very familiar with #ATTACKS but I brought this issue up in Discord and users mentioned that it is unexpected to find #ATTACKS in .sm files and also it is an edge case when multiple #ATTACKS are defined in a chart. The charts in question are also paired with .dwi files in the song folders in this pack but the same behavior was reproduced when I removed the .dwi files. I'm not sure what the purpose of the .dwi files is. I DM'd pnn64 a link to an example pack that is loaded with #ATTACKS and the song titled "Project 100" would serve as a good example chart to reproduce this issue. When I play these songs in DS it seems only stops and BPM changes are respected.

After some experimental conversions using an online tool (which changed a lot of attack timings unnecessarily, unsure if song hash was changed so I abandoned that tool) I had success in just programmatically changing all of the #ATTACKS in the .sm file to a single very long definition and not touching any other elements of the simfile:

Abbreviated Before:

#ATTACKS:TIME=0:END=9999:MODS=overhead;
#ATTACKS:TIME=0.241:END=0.438:MODS=*1.875 15% invert;
#ATTACKS:TIME=0.338:END=0.515:MODS=*1.946 no invert;

Abbreviated After:

#ATTACKS:TIME=0:END=9999:MODS=overhead:
TIME=0.241:END=0.438:MODS=*1.875 15% invert:
TIME=0.338:END=0.515:MODS=*1.946 no invert;

I just realized that this is potentially a duplicate of #95 but I'm not confident enough in the details of that issue to determine for sure. If it is, feel free to close this issue
