Option to auto expand every thought and tool call

Really don't get this design decision, when Claude is inferencing what else would I want to do other than see what it's thinking and doing?

Duplicate of #12149 — same ask for a setting to keep thinking rows and tool/work folds expanded by default (Conductor-style “don’t collapse”). Closing this one in favor of that thread; please continue there (you already +1’d it).

Related but not the same (left alone): #6756 (preserve per-thread fold state across switches).
