Android: microphone dictation into the composer

Use case

I use T3 Code with a Windows PC and the Android app. I would like to dictate a prompt directly into the Android composer, edit the transcript, and send it when ready.

Requested behavior

• A microphone button in the Android composer.
• Record, stop, and insert the transcript into the current draft.
• Keep the text editable and do not send it automatically.
• Show clear feedback if permission or transcription fails.

The main request is speech-to-text for composing prompts. A full voice conversation is a separate feature.

Existing work

• [Feature]: Mobile voice dictation — mic button in the composer with BYOK OpenAI/Groq transcription #8718 was closed as a feature proposal and directed to Ideas. The closure says Android transcription is not implemented and external-service credentials should live on the environment.
• feat(mobile): environment-backed voice transcription #9028 proposed environment-backed transcription for Android and older iPhones, but was closed without merging.
• feat: Codex voice conversations on web, desktop, and mobile #13168 is an open proposal for broader voice conversations, including Android.

I am open to the supported transcription approach; this request does not require keys to be stored on the phone.

Is Android composer dictation still planned? Is there a current tracking discussion or implementation that replaces #9028, and any intended release milestone?
