The CI runs are failing

The current CI runs are failing, because of insufficient disk space.

There are 2 issues.

One for linux, where the contains cannot start. IDK why, see https://github.com/atk4/data/blob/develop/.github/workflows/test-unit.yml#L115-L118 for working Oracle services.

One for Windows, where the build cannot complete.

I fixed the windows issue in php/php-windows-builder@2b9ae43.
For Linux, please see #42.

I can fix the 8.6 failure once this is merged.
