Create pf-migration-scanner skill

[patternfly-jira-sync]

Consolidate pf-class-migration-scanner with breaking-change detection into one migration scanning skill. Scans for deprecated classes, removed props, renamed components, and changed APIs between PF versions.

AC:

• Skill exists in migration plugin

• Detects class, prop, and component renames between PF5 and PF6

• Old pf-class-migration-scanner is deprecated/removed
