[BUG] Unsupported post-root-package-install

post-root-package-install is not supported

## 📋 Steps to Reproduce
1. setup `post-root-package-install` command
2. run `presto install` in the root folder

## ✅ Expected Behavior
post-root-package to be run

## ❌ Actual Behavior
nothing is run
