Bump Lambda runtime versions for Python 3.9 EOL

Thanks for the project!

Since Python 3.9 will reach its EOL in 10/2025, I'm going to go ahead and raise some (super simple) PRs to bump the runtimes of the Lambda functions in this project to 3.10 and 3.13.
I'll link to these PRs in this issue as soon as I've got them raised.

Please feel free to review these, and (should you so desire) merge whichever you see fit :)

Hi — just to clarify, I’m not the maintainer of this repo. The original author mentioned in a (now closed) PR that this project is no longer actively maintained:

I’ve resolved this issue in my own fork here:

If you’re looking for a maintained version, my fork may be useful, though I completely understand if you’d prefer not to depend on a fork :)

Aside:
In my fork I also updated CDK to v2.224.0, which currently emits JSII deprecation warnings related to the logRetention API. I’ve migrated usage to logGroup, so these appear to be false positives, but they do add noise during synthesis.

I’ve confirmed the warnings can be suppressed via JSII_DEPRECATION=quiet, though I’m not aware of any long-term guidance on whether that’s the recommended approach.
