Implement on-demand run of Jotnar AI agents on selected jira

Description

Hello,

it would be great if it was possible to assign Jotnar agents to a selected Jira issue, which is not handled by Jotnar team, without contacting Jotnar team - developer of the project would make the decision.

It could happen f.e. by setting the assignee to Jotnar email.

Benefit

It would help out a lot with f.e. security fixes which go into several released versions of the project, which can become tedious and AI agents can, with SME overseeing it, fasten the process.

Importance

It helps out developer to focus on more important issues in backlog, which requires developer full attention.

Workaround

• There is an existing workaround that can be used until this feature is implemented.

@zdohnal we have finally discussed this in our team and given how Jotnar operates right now and the capacity of our team, we will not offer this during the pilot.

Our guidance is to run the agents locally, we have already a few people who tried them and gave us feedback. @grulja and @pvalena already sent several PR to improve the tooling.

When you run the agents locally, you will see all of their output and reasoning which would give you perfect visibility on what they did and why. The why part is completely omitted when you use them as a service.

@lbarcziova is working improving structure of this repo, she promised to make the instructions more detailed (esp how to get a GCP project).
