create a starer repo for ifc.js in react

Creation of a react SPA app with a bit of documentation in README.MD, build, test, dev and prod scripts and github actions, and a working code demonstrating a use-case in IFC.js. Ideally including a quick start guide to how to change the business logic.

Standard naming convention: starter_react_xxxxxxxxxx
